<p><strong>Biographical Background:<br />
</strong></p>
<p><span style="color: #000000;">Gregg B. Betheil is the  Executive Director, Office of Postsecondary Pathways and Planning with the New  York City Department of Education. Through this newly formed office, he leads  the NYCDOE’s ongoing efforts to ensure that all graduates are ready for  postsecondary success, in two- and four-year colleges, apprenticeship programs  and throughout their careers. His responsibilities include oversight of the  NYCDOE-CUNY College Readiness &amp; Success Initiative, as well as guidance to  ensure there is consistent and coherent information on postsecondary planning  for students and families from kindergarten through graduation.</span></p>
<p dir="ltr"><span style="color: #000000;">He joined the NYCDOE in January 2008 to provide leadership  to Mayor Bloomberg’s efforts to foster innovation in New York City’s portfolio  of career and technical education options. He managed the Mayor’s Task Force on  Career and Technical Education Innovation, and continues to provide oversight  and support of the CTE portfolio, which includes 30 CTE schools serving over  30,000 students, and 345 CTE programs across city schools, serving over 110,000  students.</span></p>
<p dir="ltr"><span style="color: #000000;">Prior to joining the NYCDOE, Mr. Betheil was Senior Vice  President of the National Academy Foundation. He has served as Assistant  Principal of Martin Luther King, Jr. High School in New York City, where he also  taught American history and finance. He is former member of the South  Orange-Maplewood Board of Education in New Jersey. Mr. Betheil is a public  school graduate and holds a B.A. in Government &amp; Law and History from  Lafayette College, a M.A. in Social Studies Education and a M.Ed. in Educational  Administration from Columbia University.</span></p>

Cooper, </strong>Professor of Educational Leadership and Policy,  Fordham University,<strong> </strong> prolific author, well-known expert in school policy and finance and former President of the Politics of Education Society (PEA)<strong> </strong>is our guest for this special interview with District Leader&#8217;s Podcast joining our guest host <strong>Dr. Kathleen P. King</strong>.  In the field of educational administration, policy, and finance, Dr. Cooper is a trend setter and prolific author, research and mentor of school leaders and superintendents around the globe. In 2009, he also received the Scribner Award for Mentoring from UCEA. Join us for this vibrant discussion as Cooper and King share how school superintendents strategize to succeed during a time of decreased funding and increased demands.</p>

<p><strong>Biographical Background</strong><br />
<strong>Bruce S. Cooper, Ph.D.</strong> is Professor in the Division of Educational Leadership, Administration, and Policy (ELAP) in the Graduate School of Education at Fordham University.  A graduate of the University of Chicago (Ph.D. ’74 and M.S. ’72), Dr. Cooper has done extensive research on school finance, organization, policy, and reform, working at Coopers &amp; Lybrand in the development of the In$ite finance model, with Mayor Guiliani on analysis on school-site funding in NYC public schools, and the decentralization of governance in the nation’s most centralized school system (no local districts, boards, or superintendents).</p>
<p>Drs. Ouchi and Cooper received a $1 million grant to analyze organization and funding in six North American districts (NYC, Chicago, LA, Edmonton, and Houston), looking at the relationship between funding, management, and student achievement.  He has served on the editorial boards of <em>The Educational Administration Quarterly</em>, <em>Journal of School Leadership</em>, and <em>Policy and Leadership in Schools</em>.   He has authored and coauthored 22 books, and over 275 articles, chapters and papers, and serves these last years as national president of the Politics of Education Association.</p>
<p>Cooper co-edited  <em>Better Policies, Better Schools </em> with  (Allyn &amp; Bacon, 2004) and <em>Handbook on Education Politics and Politics </em>for Lawrence Erlbaum (Drs. Lance Fusarelli and Jim Cibulka). His newest work is <em>The Rising State: How State Authority is Changing our Schools Albany</em>, NY: SUNY Press with Bonnie Fusarelli (2009).</p>
<p>Other recent books and very relevant include</p>
<ul>
<li><em>Better Policies, Better Schools </em>(2004, Allyn and Bacon) with L.Fusarelli;</li>
<li><em>Promises and Perils Facing Today’s School Superintendents </em>(Rowman and Littlefield, 2003) with L.Fusarelli;</li>
<li><em>Truancy Revisited </em>(Scarecrow Press, 2003) with R. Guare;</li>
<li><em>Optimizing Educational Resources </em>(Greenwood Press, 1999); and</li>
<li><em>Career Crisis in the  School Superintendency? The Results of a  National Survey </em>, with L. Fusarelli, &amp; V. Carella (Arlington, VA: National Association of School Administrators, 2000),</li>
<li><em>Home Schooling in Full View </em>(Information Age Publishing, 2006) was one of the first books on this new form of private education.</li>
</ul>
<p>His consulting has included a national survey for Pres. Nixon for the President’s Commission on School Finance, work with Coopers &amp; Lybrand LLP and SchoolNet, and with Mayor Guiliani in NYC on school finance and student achievement and high school to college transition.  He’s currently an expert witness in a NY State equity/adequacy case.</p>

<p class="MsoNormal"> <strong> Description</strong></p>
<p>In this insightful and engaging interview, Ms. Sandra Dungee Glenn discusses her experiences through her life as first a community organizer and then a member of the Philadelphia school board, highlighting the differences between seeking change from the administration and then becoming part of the administration itself.  In her interview she discusses the importance of public accountability, the necessity to letting parents know what&#8217;s going on in their schools, and the general state of public education throughout both her own state and the nation as a whole.</p>
<p class="MsoNormal"> Sandra Dungee Glenn has been actively involved in public education for nearly a decade. In September 2007, Pennsylvania Governor Edward Rendell appointed Ms. Dungee Glenn to the position of Chairwoman of the School Reform Commission (SRC), the governing body of the School District of Philadelphia. As the nation’s eighth largest public school system, the District commands a $2 billion dollar operating budget, manages 20,000 employees, and currently has 167,600 students in kindergarten through 12th grade.</p>
<p class="MsoNormal"> The SRC was formed in December 2001 through an unprecedented partnership involving the City of Philadelphia and the Commonwealth of Pennsylvania which sought to address what was at that time a school system in financial and academic distress. Since then, under the SRC’s leadership, the District has experienced five straight years of test score gains and continues to be engaged in America’s most sweeping and innovative public school reform initiative.</p>
<p>Thanks to initiatives that flowed from the task force’s recommendations, the District has seen a significant decrease in the number of teacher vacancies; there were 38 vacant positions at the start of the 2007-2008 school year, compared to 51 at the start of 2006-2007 and 112 at the beginning of 2005-2006.</p>
<p class="MsoNormal">&nbsp;</p>
<p class="MsoNormal"><strong>Biographical Background</strong><br />
Ms. Dungee Glenn graduated from Pennsylvania State University in 1978 with a Bachelor of Science degree. Since then, she has had a career spanning more than 20 years in public policy, electoral politics and community organizing. She served as Associate Director with the Philadelphia Area Project on Occupational Safety and Health and Regional Director of Pennsylvania Citizen Action, receiving an outstanding service award from both organizations. From 1991 to 1994 she served as Chief of Staff to State Senator Chaka Fattah.</p>
<p>Ms. Dungee Glenn’s electoral and political experience is extensive. In 1983, she developed and implemented a voter registration drive for farm workers in South Jersey. Ms. Dungee Glenn served as: Field Director for the Hughes for State Representative campaign in 1986; Voter Registration Director for Goode for Mayor campaign in 1987; Campaign Manager for Fattah for State Senate in 1988; Philadelphia Voter Registration/GOTV Coordinator for Dukakis for President in 1988; Campaign Manager for Fattah for Congress in 1994 and 1996; and was Campaign Manager for Blondell Reynolds Brown’s campaign for Philadelphia City Council in 1999.

<p class="MsoNormal">In 1988, Ms. Dungee Glenn was elected Delegate to the Democratic Convention from the Second Congressional District in Pennsylvania, and served as Director of the Congressional Black Caucus Political Action Committee from 1996 to 1997. She was appointed to the Platform Committee of the Democratic National Convention in 1996 and to the Credentials Committee in 2000. Ms. Dungee Glenn also served as Pennsylvania State Director with the NAACP National Voter Fund from August 2000 until June 2001 and led a successful non-partisan statewide voter mobilization campaign.</p>
<p>Ms. Dungee Glenn currently serves as President of the American Cities Foundation, an organization committed to the development and implementation of a national urban policy and to defining a new relationship between cities and the federal government. She is the recipient of various awards including: the 2003 Leon J. Obermayer Distinguished Graduate Award; the Arts &amp; Entertainment Network 2002 Biography Community Heroes Award; Women Making a Difference Award, 2001; and the National Coalition of 100 Black Women, Inc., Pennsylvania Chapter Women of the Year Award. In 2002, Ms. Dungee Glenn was selected as a Robert Wood Johnson Urban Health Initiative Fellow and by the Philadelphia Tribune as one of 2007 Most Influential African-Americans.</p>
<p>An alumna of the Philadelphia public schools, Ms. Dungee Glenn graduated from the School District’s Philadelphia High School for Girls. This native of West Philadelphia now plays an active role in the SRC’s initiatives to build schools and renovate others, including plans for a new West Philadelphia High School.</p>

<p><strong>Biographical Background</strong><br />
When Dr. Beverly L. Hall became the 15th appointed superintendent of the Atlanta Public Schools (APS) on July 1, 1999, she promised to transform the district into a world-class school system, using nationally proven reform models, facility upgrades and business operations redesign. Under her leadership, standardized test scores have risen, aging facilities have been renovated and a new blueprint for business operations is being implemented. The district’s vision is that APS will be one of the nation’s highest performing urban school systems, where 90 percent of its ninth-graders graduate from high school in four years ready for success in college or career.</p>
<p>In addition to setting an aggressive reform agenda to accelerate student achievement, Dr. Hall has worked actively with the community to gain support for public education in the city of Atlanta. She has developed relationships with the business community, civic organizations, nonprofits and government leaders. As a result, APS has an extensive network of partners who donate time, resources and volunteers to help individual schools.</p>
<p>Prior to her post in Atlanta, Dr. Hall was state district superintendent of the Newark Public Schools, the largest school district in the state of New Jersey. Before then, she served as deputy chancellor for instruction of the New York City Public Schools; superintendent, Community School District 27, Queens, New York; and principal, Junior High School 113 and Public School 282, Brooklyn, New York.</p>
<p>Dr. Hall is the recipient of several local and national honors. Most recently, she was named the 2009 Superintendent of the Year by the Georgia School Superintendents Association, becoming the first superintendent in Atlanta to receive the honor in the 22-year history of the award. She has also been recognized with the Council of the Great City Schools National Urban School Superintendent of the Year Award (Richard R. Green Award); the Institute for Student Achievement Distinguished Leadership Award; the National Alliance of Black School Educators Superintendent of the Year Award; the Concerned Black Clergy Education Award; the Southern Christian Leadership Conference Ground Crew Service Award for Education; and the Big Brothers, Big Sisters of Metro Atlanta Legacy Award. Furthermore, she was saluted by the Carnegie Corporation for being an immigrant who represents the “pride of America.”</p>
<p>Born in Jamaica, West Indies, Dr. Hall immigrated to the United States upon completion of her high school education. She was awarded an honorary Doctor of Humane Letters from Oglethorpe University and Doctor of Education from Fordham University. Dr. Hall is married and has an adult son.</p>

<p><strong>Biographical Background</strong><br />
<strong>Mr. Edward J. Zero</strong> serves as District Superintendent/Executive Officer for Eastern Suffolk BOCES as well as the Interim District Superintendent at both Western Suffolk BOCES and Nassau BOCES. Eastern Suffolk BOCES is the largest ESA among New York State’s thirty seven BOCES serving eastern Long Island’s fifty one school districts. Ed works closely with the Commissioner of Education, the New York State Department of Education, and school districts across Long Island to ensure that all students receive a high quality education. His career in education has spanned more than 35 years.</p>
<p>Previously, Ed was the Executive Director of the Long Island Regional School Support Center. The LIRSSC has been the technical strategy of the NY State Education Department for supporting the instructional needs of high poverty, low performing school districts. By marshalling various school support resources, New York’s Regional School Support Centers possess the capability of delivering essential instructional support resources to school districts in need.</p>
<p>Also, Ed served as the Regional Manager of the Effective Schools Consortium Network. His responsibilities encompassed school districts that extended from the lower Hudson Valley (north of New York City) throughout Long Island. The Effective Schools Consortium was committed to advancing school improvement initiatives throughout the region.</p>
<p>Ed spent his early career working in the field of environmental education where the programs he administered earned numerous awards and recognition. During this time, he was appointed to serve as the Chairman of the Governor’s Environmental Education Task Force for Governor Cuomo.</p>
<p>Although Ed remains passionate about environmental issues and solutions through education, his focus of late has been his work on school improvement and student achievement. While serving as the Regional Manager of the Effective Schools Consortium Network for the Metro Region and the Executive Director of the Long Island Regional Support Center, Ed has been a staunch supporter of initiatives and programs that address the region’s high need, low wealth school districts.</p>
<p>Ed received his B.A. in Biology with a minor in marine sciences and secondary education from Long Island University, Southampton College. He earned his Master of Science in Applied Science from Stony Brook University, College of Engineering. Ed also attended New York University, Department of Organizational &amp; Administrative Studies, where he obtained his School District Administration certification.</p>

<p><strong>Biographical Ba</strong><strong>ckground</strong><br />
Daniel A. Domenech has served as executive director of the American Association of School Administrators since July 2008.<br />
A native of Cuba who moved to the United States at the age of nine, Domenech has more than 36 years of experience in public education.</p>
<p>Prior to joining AASA, Domenech served as senior vice president of the Urban Advisory Resource for McGraw-Hill Education. In this role, he was responsible for building strong relationships with large school districts nationwide and increasing awareness of McGraw-Hill’s educational programs and services. Prior to his position at McGraw-Hill, Domenech served for six years as superintendent of the Fairfax County, Va., Public Schools, the 12th largest school system in the nation with 168,000 students.</p>
<p>Domenech began his teaching career in New York City, where he taught sixth grade in a predominantly black and Hispanic community in South Jamaica, Queens. He then became program director for the Nassau Board of Cooperative Educational Services, which is the largest intermediate school district in the State of New York. Following this, he was first named superintendent of schools for Long Island’s Deer Park Schools and then became superintendent of schools for the ethnically diverse South Huntington School District, also on Long Island &#8212; a position he held for 13 years. From 1994 to 1997, he was district superintendent of the Second Supervisory District of Suffolk County and chief executive officer of the Western Suffolk BOCES.</p>
<p>Domenech, AASA member since 1979, served as president of AASA from July 1998 to June 1999.  He is also a past president of the New York State Council of School Superintendents, the Suffolk County Superintendents Association, and the Suffolk County Organization for Promotion of Education. He was the first president and cofounder of the New York State Association for Bilingual Education.</p>
<p>In addition, Domenech has served on the U.S. Department of Education National Assessment Governing Board, on the advisory board for the Department of Defense schools, and on the board of directors of the Association for the Advancement of International Education. He currently serves on the boards of the Institute for Educational Leadership and the Education Policy Institute.</p>
<p>He earned a Bachelor of Arts degree from Hunter College in New York City and a Ph.D. from Hofstra University in Uniondale, N.Y.</p>

<p><strong>Biographical Background</strong></p>
<p>Dr. Eversley currently serves as Superintendent of Schools for the Freeport Public Schools, Freeport, New York.  In 2004, Dr. Eversley was recognized by the Nassau County Music Educators Association as Superintendent of the Year.</p>
<p>Before being appointed Freeport’s Superintendent in 2001, Dr. Eversley brought a wealth of leadership experience to the position. He served as District Superintendent for the Eastern Suffolk Board of Cooperative Educational Services (BOCES), an organization of 2,500 employees delivering educational services to 53 school districts on the east end of Long Island.  Prior to moving to New York in 1998 to assume that position, Dr. Eversley served for six years as Superintendent of Schools for the Proviso Township High School District in the near west suburbs of Chicago.  From 1974 to 1992, Dr. Eversley worked in a variety of administrative roles for the Cherry Creek School District, a relatively wealthy high-profile suburban Denver, Colorado school district of more than 33,000 students at the time of his departure.  During his 18-year tenure there, Dr. Eversley served as a middle school principal, a high school principal and in executive central office positions including Interim Superintendent.  Dr. Eversley’s professional career actually began in his hometown of Minneapolis, Minnesota where he taught United States history, African-American history, economics and was head football coach at Minneapolis Central High School.</p>
<p>Over the years, Dr. Eversley has been heavily involved in the process of evaluating schools for performance and accreditation.  In the mid-1980s, he led evaluation teams at four schools in Germany for the Department of Defense Dependents Schools system. More recently, he has chaired or co-chaired three evaluation teams for the New York State Education Department at low-performing schools.  In addition, while in Colorado, Dr. Eversley led numerous school climate audit teams.<br />
Dr. Eversley earned his doctorate in educational administration from the Harvard Graduate School of Education in Cambridge, Massachusetts.  He holds a Masters Degree from the University of Colorado and graduated with a Bachelor of Science cum laude from the University of Minnesota, Duluth.  As an undergraduate student, Dr. Eversley captained the varsity football team, was twice named to the All-Conference Team, and was recognized by the National Association of Intercollegiate Athletics.<br />
For more than a dozen years, Dr. Eversley served on the Board of Directors of the Harvard (University) Alumni Association.  He has chaired the Alumni Council for the Harvard Graduate School of Education and was elected and served as Vice-President of the Harvard Alumni Association (International).  He currently sits on the Board of Directors of the Harvard Club of Long Island.  He also maintains a connection with the Harvard Educational Review, having served on its Editorial Board in 1973-1974.</p>

<p class="MsoNormal"><strong>Biographical Background</strong><br />
Since 1994, Dr. Joseph J. Marinelli  has been the District Superintendent of the New York State&#8217;s supervisory district of Ontario, Seneca, Wayne and Yates counties and Chief Executive Office of the Wayne-Finger Lakes Board of Cooperative Educational Services (BOCES). He is the chief regional officer for the State&#8217;s Commissioner of Education. The Wayne-Finger Lakes BOCES is an educational service agency for twenty-five Rochester area suburban, small city, and rural school districts with a total of 45,000 students and 87 schools.</p>
<p>Previously, Dr. Marinelli served as superintendent of the Livonia Public Schools in suburban Detroit, Michigan. Prior to that, he was Associate  Superintendent for Planning and Governmental Relations for the Orange County Public Schools in Orlando, FL.</p>
<p>He has been President of the Association of Educational Service Agencies, National Association of Federal Education Program Administrators and the Florida Association of School Administrators.</p>
<p>Dr. Marinelli was awarded a doctoral fellowship with the University Council for Education Administration and was the first Washington-based lobbyist for Florida&#8217;s Commissioner of Education.</p>
<p>Dr. Marinelli holds a B.S. degree in psychology and a M.Ed. in guidance and counseling from the University of Florida and a Ph.D. in educational administration from the University of Wisconsin-Madison.

<p><strong>Biographical Background</strong><br />
Dr. Evelyn Blose Holman is Superintendent of Schools of the Bay Shore School District on Long Island in New York State.  With 15 years of experience in Bay Shore, Dr. Holman is one of Long Island’s senior superintendents.  Credited with revitalizing the diverse Bay Shore School District, Dr. Holman’s leadership has yielded increased student achievement, a higher college attendance rate, and stronger community support.</p>
<p>Previously, Dr. Holman served as superintendent of Maryland’s Wicomico County Schools.  Combining her experience as a superintendent in New York and Maryland, Dr. Holman has served as a superintendent of schools for 25 years. Chosen Maryland Superintendent of the Year and elected President of the Maryland Superintendents’ Association, she was selected to represent Maryland at the National Gallery of Art’s 50th Birthday Celebration.</p>
<p>On three occasions, Dr. Holman was named one of the Top 100 Educational Executives in North America.  Under her leadership, the Bay Shore School District received the National School Boards Magna Award. Leadership in Arts Education Awards have been presented to Dr. Holman from the New York state Alliance for Arts Education and the New York State Council of School Superintendents.  She is President of SCOPE Educational Services and President of the Century Club, a national superintendent’s leadership group whose membership is limited to two superintendents from each state.  Dr. Holman is a Fulbright China scholar.</p>

<p>In this episode, <strong>Mr. Kirk Lewis</strong>, the Superintendent for Pasadena Independent School District is interviewed by <strong>Jason Marshall</strong>. Mr. Lewis also discusses Pasadena’s Bilingual/ELL program. Pasadena currently has over 11,000 students in Bilingual programs, and the numbers are growing.</p>
<p>Interesting features of the interview also include hearing about the non-traditional road to the Superintendent position which <strong>Mr. Lewis </strong>has traveled.In addition,listeners gain firsthand insight into the Pasadena Initiative called Expectation Graduation, which focuses resources and attention on the 9th grade. <p><strong>Biographical Background</strong><br />
Kirk Lewis was named by the Board of Trustees as Superintendent of the Pasadena Independent School District on April 25, 2006. Lewis assumed his new duties in December following the retirement of longtime superintendent Rick Schneider. As 28-year resident of Pasadena, Lewis graduated in 1972 from Ropes High School, a small farming community near Lubbock. He attended Texas Tech University, graduating in 1976 with a Bachelor of Arts degree in Advertising/Public Relations.</p>
<p>He received his Master of Science degree in Education Futures from the University of Houston-Clear Lake in 1983. Lewis is currently working on a doctorate in educational leadership from Lamar University in Beaumont. Lewis came to Pasadena ISD in 1986 as Administrative Assistant to the Superintendent responsible for communications and policy development and has since worked closely with three different superintendents. He was promoted to Executive Director for Communications and Community Relations in 1995 and to his current position as Deputy Superintendent for Administration, Public Relations and Governmental Affairs in 2001. He is a deacon at South Main Baptist Church in Pasadena.</p>
